Pathways to Enable CHIPS Global Talent and Strengthen our Economic and National Security

The CHIPS for America Program is committed to strengthening U.S. leadership in an industry that is critical to the prosperity, security, and health of our Nation. To achieve our ambitious goals, we must commit to having the best human capital in the world here in America to grow and strengthen the U.S. semiconductor ecosystem.

To help CHIPS Incentives Program applicants and potential beneficiaries understand some of the temporary and permanent pathways for international talent to work in the United States, the US Government is providing information for employers who may wish to use these pathways for global talent with expertise in semiconductor design, research and development, and manufacturing technology to contribute to semiconductor projects in the United States.

This information builds on the Biden Administration’s efforts to attract science, technology, engineering, and mathematics (STEM) talent to the United States, including actions from the Departments of State and Homeland Security to advance predictability and clarity for pathways for international STEM scholars, students, researchers, and experts to contribute to innovation and job creation efforts across America.

A highly skilled, diverse workforce is critical to meeting the goals of the CHIPS Incentives Program. The Department is committed to ensuring U.S. leadership by investing in building long-term educational pipelines in communities across America, and, welcoming new talent that can advance our efforts and technological competitiveness for decades to come.
